Blocked or Obscured Intersections

Section 72.01 Vehicles Not to Obstruct Passage of Other Vehicles

   It shall be unlawful for the driver of any vehicle to stop, stand, or park a vehicle upon any street, highway, roadway, or alley in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for free movement of vehiclular traffic, except that a driver may stop temporarily for the purpose of actually loading or unloading passengers, or when necessary in obedience to traffic regulations or traffic signal, or upon direction of a traffic officer. (‘66 Code, S 20-109) Penalty, see S 70.99.

Section 72.02 Stopping Standing or Parking Prohibited in Certain Places

   No person shall stop, stand, or park a vehicle, except when conflict with other traffic is imminent or when so directed by a police officer or traffic-control device, in any of the following places:

  • On any improved sidewalk.
  • Within an intersection.
  • On a crosswalk.
  • Within 30 feet of any flashing beacon, stop sign, or traffic-control device located at the side of a street or roadway.
  • On either side of any street leading to a railroad underpass or an overhead bridge, within 50 feet in any direction of the outer edge of such underpass or overhead bridge.
  • On either side of any street leading to a railroad crossing, within 50 feet of the closest rail; provided, that where existing permanent structures are located closer than 50 feet, parking may be permitted in front of such structures, unless otherwise prohibited, and if such parking does not block the view in either direction of the approach of a locomotive or train.
  • Alongside or opposite any street excavation or obstruction, if such stopping, standing, or parking would obstruct traffic.
  • Upon any bridge or other elevated structure or within any underpass structure.
  • Within 15 feet in either direction of the entrance to a hotel, theater, hospital, sanatorium, or any public building.
  • On the roadway side of any vehicle stopping, standing, or parking at the edge or curb of a street.
  • At any place where official traffic signs have been erected prohibiting standing or parking.
  • Between a safety zone and the adjacent curb, or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless otherwise indicated by signs or marks.
  • Within 25 feet of the driveway or entrance to any fire station.
  • That portion of Maple Street beginning at the intersection with North Main street and running for 60 feet on the south side of the street.

Section 72.03 Standing or Parking Prohibited for Certain Purposes

   No person shall stand or park a vehicle upon any street for the principal purposes of:

  • Displaying it for sale
  • Washing, greasing, or repairing such vehicle, excepting repair necessitated by an emergency.

Section 72.06 Method of Parking

   Except when necessary in obedience to traffic regulation, traffic signal or the direction of a traffic officer, it shall be unlawful for the driver off a vehicle to park such vehicle in a highway, street, or roadway other than parallel with the edge of the roadway, street, or highway, headed in the direction of traffic, within lines designating parking spaces, and with the curbside wheels of the vehicle within 12 inches of the edge of the road or curb; except upon such streets, highways, or roadways as may have been marked or signed for angle parking, vehicles shall be parked at the angle of the curb indicated by such marks or signs. Section 72.08 Unattended Vehicles

   No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, and effectively setting the brake thereon, and when standing upon any perceptible grade without turning the front wheels into the curb or side of the highway. (‘66 Code, S 20-104) Penalty, see 70.99.

Section 98.11 Trees and Shrubs

   It shall be unlawful for any person to allow or permit any shrubbery, undergrowth, trees, weeds or any other form of plant growth to grow upon, protrude, or project into or upon any sidewalk, street, alley, or public square within the town or to allow any shrubbery, undergrowth, trees, weeds, or any other form of plant growth by whatsoever name called to stand upon any property at or near any street intersection so that the same may obscure the view of pedestrians or persons traveling in vehicles at street intersections. (‘66 Code, S 10-1) Penalty, see S 10.99
